Hard time awaits fraudulent civil servants in Bayelsa State who are in the habit of falsifying staff record with a view to enriching themselves, as the state government yesterday kicked off its staff biometric capture exercise.

Performing the ceremony yesterday at the Due Process and e-Governance Bureau office in Yenagoa, Governor Timipre Sylva, urged all those involved in the act to have a rethink or face the wrath of the law.

The governor, who decried the attitude of some civil servants who have perfected the act of manipulating staff record solely to defraud the state government, expressed delight that with the introduction of biometric technology, government would be in a better position to ascertain its accurate staff strength as well as eliminate the issue of ghost workers syndrome in the state.

He said: “Today, we are kicking off a Biometric project, this is only the beginning. I will be back in three months’ time to commission the end product which should be a fully functional application that enables the capture of the personal details of civil servants.

“I will personally test the system to ensure that there is a difference (reduction) in the number of entries on our nominal role between now and the time of commissioning the Biometrics application which you all know is about personal information, as it distinguishes one person from the next.

“Biometrics ensures that there will be no duplicate records; no staff will appear twice on our human resources or pay roll application.

“Such errors, intentional or not, shall be a thing of the past. To those within the state’s civil service that perpetuate the ghost workers’ syndrome, I have bad news for you. Our Biometrics solution will find out who is a bona fide staff of Bayelsa State and those staff ‘created’ to perpetuate fraud.”

The governor, who urged the perpetrators of such fraud to desist in their interest or be fished out and prosecuted, said “ghost workers are a drain on our resources. Not only do they drain the state financially, but operationally as they reap financial gain without sowing the requisite ‘manhours’ on the job.

“Do repent and commit this sin no more as Biometrics technology shall find you out.”

While commending the Due Process and e-Governance Bureau for its unrelenting effort in ensuring financial discipline in governance, Chief Sylva said “our records’ keeping, transaction management, planning and service delivery will increase in the next 12 months as e-Governance project introduces applications and infrastructure that will ensure that government in Bayelsa State is joined up.

“No longer shall we rely on manual and outdated processes for verifying the number of employees in Bayelsa State or assessing and confirming the number of vacancies to be filled in our ministries, department and agencies.”
