The signing marked the kick-off of the e-OYOSUBEB project which is part of the Nigerian e-Government Initiative. The MoU was signed by Alhaji Abubakar Ali, Director, National e-Government Strategies and the governor of Oyo State represented by the Commissioner for Education, Prof. Nureni Olajide Olawore.
NeGST director, Alhaji Abubakar Ali, stated during the signing ceremony that "e-OYOSUBEB project leverages on the use of information technology to support OYOSUBEB's operations, engage citizens, and provide government services". Though, "this is being undertaken through the Public Private Partnership (PPP) in line with the Nigerian e-Government Programme as enunciated by Nigeria's Information Technology (IT) policy, driven by the National Information Technology Development Agency (NITDA), through its Special Purpose Vehicle, National e-Government Strategies (NeGST) which was established as a PPP", he said.
Ali further stated that the project became expedient due to the changing trend in Information Technology globally. The accompanying social, economic and technological changes of the past decade, he said, are making education and training for all more crucial than ever.
"Indeed, the second Millennium Development Goal is the attainment of Universal Primary Education; which some countries have termed 'Education for All'.
"This is appropriate, as it is universally accepted that education is positively related to development. Yet, educational systems, to different degrees worldwide, are struggling to afford educational opportunities for all. To meet these challenges, governments are required to focus concurrently on expanding access, improving internal efficiency, promoting the quality of teaching and learning, and improving management of the system. e-Government offers a means of achieving these diverse goals", he said.
