Speaking at a conference on “e-Government for development: The promise and the practice,” which was held in Berlin, Germany, Agunloye analysed the challenges and opportunities of e-Government in Nigeria.
Agunloye, who was the vice chairman of National e-Government Strategies in Nigeria, presented one of the three presentations representing country’s perspectives from India, Nigeria and Germany.
In his paper, he identified challenges facing the implementation of e-Government programmes and Public-Private Partnership (PPP).
Agunloye said besides insufficient skills and resources, government did not respect e-Government/PPP contracts.
He highlighted the difficulties in serving three masters who were government, private sector inventors and citizens at the same time.
“Serving three masters concurrently can be tricky,” he told his German audience.
The e-Government initiative in Nigeria, he said, was situated within the context of the national vision to be among the 20 largest world economies by 2020.
According to him, “implementation strategy leverages or public- private partnership for e-government is not just for the funds of the private sector, but also for its drive, discipline, numeration and low tolerance for failure.”
The conference was at the instance of the German government.
