The Federal Capital Territory FCT, has launched a pilot programme for its 4,000 employees to own personal computers.

The programme, which is christened “Government Assisted PC Purchase Programme (GAPP)” is one of the FCT administration’s programmes aimed at building an Information and Communication Technology (ICT) workforce.

FCT Minister, Nasir el-Rufai, who launched the programme recently in Abuja, said that information and knowledge had become strategic resources which enable government, private sector organisations and the public, to take decisions.

“Countries that have created an enabling environment are experiencing revolutionary effects especially in areas of governance, education, health and business sectors amongst others,” he said.

A nation which accounts for 20 per cent of Africa’s population, producing four million babies per annum, has little choice than embracing ICT,” el-Rufai said.

He noted that his administration set out an ICT strategy two years ago with a vision of establishing e-government aimed at improving organisational effectiveness, quality of service delivery, openness and accountability in the public sector.
