"Capacity-building is an ongoing programme through 100 training hours policy, scheme of services of positions are being reviewed and updated to enhance professionalism among the civil servants and organisational structures are updated towards effectiveness," he said.
He also mentioned that embarking on e-government would make government services accessible to customers from anywhere and at anytime.
While encouraging the inflow of FDIs, the government has recognised the task for the civil service to deliver that would create conducive environment for the private sector's development. Urging the development of the non-oil and gas sectors, Pg Dato Paduka Hj Abd Hamid noted the Brunei Economic Development Board (BEDB) as the frontrunner in industrial plans that would help to realise the country's economic-diversification targets.
Meanwhile, Pg Harun Pg Hj Aliuddin, Chairman of the Organising Committee cum Acting Director ofAEMC, in his welcoming remarks stressed that Asean needs to formulate new FDI strategies to remain as an FDI target.
Because of the emergence of the "New Economy", Pg Harun said Asean is facing stiff competition from China and India in attracting FDI to the region. He urged Asean to re-examine itself and realign its FDI policies to enhance its attractiveness.
Pg Harun said that attracting FDI is one of Brunei's economic diversification plans and the opportunities for FDI will be in the mega-petrochemical projects in Sungai Liang and Pulau Muara Besar Industrial Park.
The forum was organised by Asean-EC Management Centre in partnership with Baiduri Bank Group and endorsed by Prime Minister's Office as well as supported by Brunei Economic Development Board. The forum was attended by some 150 people including ambassadors and high commissioners from Asean countries, UK and France, as well as from the public and private sectors as well as students from higher learning institutions.
The objectives of the forum are to share experiences on FDI in Asean, address problems on the implementation of an integrated and coordinated FDI policies in Asean, develop new strategies to attract FDI in Asean, enhance relationship between agencies, policymakers and civil society in fostering cooperation in attracting FDI as well as provide FDI business networking opportunities.
