Executive Yuan to present awards today

The awarding ceremony for the fifth Executive Yuan Service Quality Award and 2003 Web sites Competition of Administrative Organizations will be held today at the Guoguang Hall of the Chinese Petroleum Corp. Building at Sungren Rd. Hosted by the Research, Development and Evaluation Commission, the awarding ceremony seeks to boost the service quality of government organizations. The Executive Yuan Service Quality Award is the highest honor bestowed upon government agencies for the service they provide citizens. 1,206 organizations and affiliate departments of the Executive Yuan, city governments, and county governments are included in the evaluation and awarding process. The award seeks to encourage all the public officials and the institutes from local to central governments, to enhance the quality of their service and to build up a positive image of the government, as well as to adopt a professional business management model instead of conventional government administration.

The organization or agency with the best performance, along with the government official who scores highest in terms of public satisfaction, will receive awards. The Research, Development and Evaluation Commission wants to promote the idea that the government is the servant of the people and should manifest this in their services.

The Web sites Competition of Administrative Organizations is the outcome of many years of diligent work by the Research, Development and Evaluation Commission in pushing for bigger e-government services. This award honors government units that have put a lot of effort into their official Web sites and have managed to achieve high standards in terms of content and structure.

Contestants are separated into five categories: cabinet and city government entry Web site, Web sites of organizations and agencies of the cabinet and city government, county and city government entry Web sites, local government entry Web sites, and culture and education organizations of local government. 29 Web sites out of 292 entries are selected as recommended Web sites for the public.

Judges for the competition come from accredited non-governmental organizations. Cyberspace experts have affirmed that the quality of the Web sites and the performance of the government have greatly improved in all aspects including structure, the guiding instruction, design, content, the user-friendliness, multi-language, security, and real-time information.

The Research, Development and Evaluation Commission stressed the importance of "service" as the challenge confronting governmental organizations. Providing attentive, convenient, efficient and safe service, especially on the Internet, is the key to the future. Client-oriented service promotion works for the overall welfare of the nation.
