President Abdel Fattah El Sisi gave directives to continuously follow up the implementation of the Unified Government Services Card system to ensure database integration, operational efficiency, and support efforts to develop the government services system.
This came during a meeting held on Saturday, September 19, 2026, by President Sisi with Prime Minister Moustafa Madbouly, Minister of Communications and Information Technology Raafat Hendi, and Director of the Armed Forces Signal Department Chief-of-Staff Hany Mahmoud Mansour.
Presidential Spokesman Mohamed el Shennawy said the President followed up, during the meeting, on the latest developments regarding the expansion of the Unified Government Services Card system, as part of the state's digital transformation plan and efforts to facilitate citizens' access to services.
In this regard, Hendi said the ministry continues to cooperate and coordinate with the Ministry of Supply and Internal Trade to develop the system, enhance its technical and operational efficiency, and gradually expand the range of services provided through it.
The Presidential Spokesman added that Hendi reviewed, during the meeting, developments in efforts to boost exports from the communications and information technology sector and localize the electronics industry.
He noted that Egypt aims to increase its digital exports to $8 billion by 2028. Digital exports of outsourcing services are also expected to reach $12 billion in 2029, while the number of companies operating in electronic design is targeted to increase to 120 by 2030.
Sisi stressed the need to attract and stimulate investment in cloud computing and artificial intelligence, alongside expanding the construction of large-scale data centers as a fundamental pillar of the digital economy.
Hendi also reviewed the implementation of the “Digital Pioneers-Digilians” presidential initiative, which is being implemented in cooperation between the Ministry of Communications and Information Technology and the Egyptian Military Academy.
Sisi stressed the need to apply standards of accuracy, transparency, and impartiality in the procedures for selecting beneficiaries of the initiative, in a manner that strengthens public confidence in it, particularly as the initiative helps qualify beneficiaries for jobs in demand in the labor market.
The meeting also addressed cybersecurity as a fundamental pillar of the digital transformation strategy and a key element in strengthening confidence in digital services.
It also reviewed the latest developments in the implementation of the government's “Karnak” artificial intelligence program, which supports efforts to achieve digital sovereignty and provides a foundation for developing generative AI applications in Arabic.
Sisi directed the expansion of the use of artificial intelligence applications and cloud computing technologies, while continuing to develop the structure of Egypt's telecommunications market and enhance opportunities for digital transformation.
He also directed the expansion of 5G network deployment, strengthening the resilience of telecommunications infrastructure and reducing concentration risks, thereby supporting the efficiency and sustainability of the communications and information technology sector.
