"This project will give us the capacity to provide services in support of our E-government strategy," she said.
In turn, the project would make "the single public service a reality" through inter-operability and seamless service delivery.
Fraser-Moleketi said the NGN would provide government departments with a faster, more efficient network service that allowed data, voice and video services.
R454-million will be invested over five years to replace the current network.
"There will be a gradual migration of the old to the new," said Navin Singh of the State Information Technology Agency (SITA).
SITA, which will implement the new network, currently has 25 points of presence across the country serving 3000 departments.
Fraser-Moleketi said the country's second national telecommunication operator Neotel would provide backbone transmission services.
Business Connexion will supply, install and support the network equipment for three years.
It will also upgrade the technology.
