The jury session for the HM Sultan Qaboos Award for Excellence in e-Government began here on Saturday and would be on till Wednesday.

It will evaluate 70 projects which include 39 government ones. The award is to recognise innovation in the field of e-governance and to encourage leading and innovative ideas in the digital arena.

Information Technology Authority CEO Salim Sultan Al Ruzaiqi said, “The jury panel results will not be subject to change and modifications. They will be announced at a ceremony to be held in December. We thank all the participating entities. We are sure that the panel recommendations will be of a great value to them to enhance their e-services. The private sector participation in the award is good; however, we are looking for more participation from other organisations to take the level of e-services provision in the Sultanate to a higher level.”

The jury will be headed by Chris Vein who is the chief innovation officer for global information and communications technology development at the World Bank. ITA international relations and information director Shariffa Mohammed Al Meskary said that Chris was the deputy chief technology officer for government innovation at the White House office of science and technology policy.

“I believe that he is the right person to head the jury panel this year as the e-Government projects are developing in the Sultanate and he will give us valuable recommendations on the way forward for e-transformation plan. Prior to joining the White House, he was the chief information officer for the city of San Francisco,” he said.

For the first time, the HM Award jury includes two Omanis who are experts in e-Government and technology. Besides evaluating the award projects, the jury would be submitting a final report which would have recommendations for the way forward for e.oman. The Omani members would assist in providing information of the social and cultural trends in Oman, SME development and market opportunities.

On the evaluation of SMEs, he said that SMEs were participating for the first time. “Hence, we have invited a senior expert who oversees Prince Charles Charities (in over 40 countries) and help youth to start their businesses. He will assist in the evaluation of the projects submitted by SMEs. This year also we have two juries from international organisations - a senior inter-regional adviser on e-government from the United Nations Division for Economic and Social Affairs, and a senior director of ICT and eGovernment from the UN regional office ESCWA.”

Award committee head and ITA operational excellence director Fatma Al Riyami said, “The assessment phase contains site visits review, e-health checks, e-mystery shopper and public e-voting. This year we had over 13 assessors, 14 e-Mystery shoppers and 2,969 e-votes.”
