Oman’s initiatives in e-governance have begun yielding results with the country jumping 16 places to be ranked 48th among 193 countries. This has been revealed in the United Nations Department of Economic and Social Affairs (UNDESA) e.government survey report of 2014.

Oman was ranked 64 in 2013 and the 16-rank improvement is due to many factors under the e-oman flagship and the movement towards the e-government transformation plan.

Information Technology Authority CEO Salim Sultan Al Ruzaiqi said, “Without a doubt, the Sultanate is moving in the right direction towards implementing the national strategy of e.oman. Move up 16 ranks up among 193 UN state members is a milestone and a proof of the efforts exerted in the past two years,

“This international recognition comes at a time when the Sultanate is gaining other international recognitions, including the recent UN Public Service Award to the Ministry of Health’s Nurse-Midwife Project,” he added.

Under this year’s theme ‘e-Government for the Future We Want’, the report presents a systematic assessment of the use and potential of information and communication technologies (ICT) to transform the public sector by enhancing efficiency, effectiveness, transparency, accountability, access to public services and citizen participation in the 193 member states of the United Nations at all levels of development.

Oman and Kuwait moved up 16 and 14 ranks respectively, while Bahrain topped the GCC countries by 18 ranks with a very high E-Government Development Index (EGDI). Though the UAE dropped four ranks, it still managed to maintain high EGDI along with the rest of GCC countries. All GCC countries rank within top 10 in Western Asia due to high Gross Domestic Product (GDP) represented by strong factors of high literacy levels, small populations and governments’ diversion towards further investments in ICT, offering citizens advanced e-services and information accessible in an effortless way.

On the e-participation global ranking, Oman is positioned among the top 50 performers along with the UAE, Bahrain and Qatar. This ranking is based on a number of criteria, mainly availability of government data to public, existence of databases on education, health and finance, including government spending and social welfare. It is also based on the availability of social networking features.

The EGDI is a composite indicator measuring the willingness and capacity of national administrations to use ICT to deliver public services. The EGDI is a weighted average of three normalised scores on the most important dimensions of e-governance, namely 33 per cent each of scope and quality of online services, development status of telecommunication infrastructure and inherent human capital.
