The Internet must play a larger role in building electronic government and management information systems as well as in upgrading the overall competitiveness of many traditional trades, said Li Yuxiao, an official with the Internet Society of China, which will host a congress on the subject in Shanghai.

According to Li, the potential and value of the Internet are far from fully exploited since it entered China in 1994.

"Gone are the days when the Web was merely a fad or used as a bait for capital input," he said. "It's high time for us to concentrate on the application aspect."

The national congress to be held by Li and his organization from Nov. 25-27 will focus on the application of the Internet, bringing together government officials, IT professionals and over 20 academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering.

During the three-day event, nearly 100 lectures will be given on e-government, e-commerce, network management, broadband construction, network safety, intellectual property protection andthe role of the Internet in developing China's vast western region.

On the sideline of the congress will be an exhibition on China's state-of-the-art Internet technologies, devices, products and research findings, said Li.

China has 52.3 million Internet users, the third largest numberin the world, after the United States and Japan. But insiders say the country should further promote the Internet among the citizensas the figure only represents 4 percent of China's 1.3 billion population.

Established in Beijing in 2001, the Internet Society of China is a non-profit, organization with over 150 members including IT companies, universities and research institutions.
