The Office of the Government Chief Information Officer (OGCIO) of Hong Kong awarded a HK $127 million (US $16.3 million) contract for the implementation and operation of the Government Cloud Platform (GovCloud).

GovCloud is a large-scale IT infrastructure project initiated by OGCIO last year. In an interview with FutureGov last year, Victor Lam, Deputy Government CIO, explained that the government private cloud would be used to host common apps for shared use for Hong Kong government departments.

He mentioned that services such as e-procurement, e-invoicing, human resource management and electronic information management, among others, will be put on GovCloud.

Atos Information Technology HK Ltd, the firm that won the seven-year contract, will provide project management, system implementation and integration, operations management, and data centre hosting to the government.

“GovCloud is the government’s first major private cloud initiative”, said Daniel Lai, Government CIO of Hong Kong. “Our aim is to capitalise on cloud computing for more agile and cost-effective delivery of e-government services to meet rising demand and the expectations of government departments and the public. We are set to roll out the GovCloud service before the end of this year”.

Lai stated that GovCloud could lower cost of hosting e-government services by bringing about economy of scale, and sharing central infrastructure across departments. “It will substantially reduce service delivery time and enhance our responsiveness in meeting dynamic demands through rapid provision of computing resources, including processing power, network bandwidth and disk storage”, he said.

The tender for GovCloud was released in August last year.
