Communication Intelligence Corporation ("CIC") (OTC Bulletin Board: CICI - News), the leader in biometric signature verification & natural input software and a leading supplier of electronic signature solutions announced today that its 90% owned joint venture Communication Intelligence Computer Corporation, Ltd. ("CICC"), has signed a licensing agreement for its InkTools®, biometric electronic signature software and office automation tools with Shanghai Municipal Government. Businesses and government agencies throughout China have historically used 'seals' or 'chops' for signing documents and correspondence. This agreement reflects the continuing trend within these organizations to utilize the latest advances in electronic signature technology to fully automate historically paper based processes.

"Shanghai is already a large, modern metropolis with over 13 million people directly under the jurisdiction of the Central Government. The Municipal Government of Shanghai is working diligently to build Shanghai into a leading economic center by 2020, focused on financial services, trading and shipping," stated Mr. Shen Xi Ming, Director of The General Office for Shanghai Municipal Government. "We wanted the best proven technology available to meet our objectives of increased efficiency and individual productivity. CICC's products enable us to accomplish this goal and we expect a near term return on this investment through the significant cost savings associated with the automation of our workflow processes."

"We have many eSignature deployments within both the central and municipal governments, and we are pleased to establish a relationship with Shanghai Municipal Government," stated Jonson Yang, General Manager-CIC China. "Although the US and European markets are leading the adoption of this technology, studies indicate that the needs of China's vast infrastructure together with its rapidly growing economy is fueling a much larger market potential than the US or Europe including eGovernment applications. Combined with the significant differentiation our products provide and the growing use of electronic signature technology in China, this is driving significant demand for our solutions."

CICC's Inktools provides enterprises the ability to increase productivity, decrease costs and increase the ease of use for their employees and customers by enabling a more intuitive and natural way for people to interact with today's personal computers using handwriting recognition, document annotation, handwritten email, electronic chops and biometric signature verification. Inktools addresses the growing and diverse base of computer users in China striving to achieve the benefits of the paperless environment with best-of-breed, proven eSignature technology.
