The implementation of the first phase of the federal e-government project was yesterday approved by the Federal E-government Steering Committee. The committee, which includes members from several federal ministries, met yesterday at the UAE Ministry of Finance and Industry, which has been assigned by the cabinet to handle the project.

The committee also chose the consulting company that will implement the project, Dr. Mohammed Khalfan bin Khar-bash, UAE Minister of State for Financial and Industrial Affairs, announced.

The first phase of the project, spread over six months, will begin after the committee signs a contract with the consultant within a month. It was chosen from among ten nominees, the minister explained.

Kharbash also announced that Andrea Anderson, associate counsellor at Harvard Univer-sity, was here yesterday to arrange for the second public sector management course planned for 20 senior UAE officials - including undersecretaries and ministers - in January in the U.S. The third will be organised in the UAE in July and the timing and place for the fourth course will be arranged later.

The first training course was held for 12 UAE government officials last July in the U.S., on restructuring of government sector, electronic government, management principles, policy making, solutions for problems and the best managerial practices by global government and private establishments.

Meanwhile, Kharbash said the consulting company that will implement the e-government project, will prepare a comprehensive plan on the various phases of the project and its adoption.

It will also prioritise systems and matters that will be implemented first, the project's overall budget and form a team with representatives from federal UAE ministries.

The second phase involves an examination of offers by various companies and opening project tenders.

Phase three includes actual implementation of the project according to a time schedule, assigning a team from the federal ministries to implement suggested systems and educating federal employees on the importance of the project and the usage of modern electronic systems.

Kharbash explained that the consulting company will also, during the first phase, specify e-government benefits, identify possible risks, how to avoid or reduce them, specify project IT needs; infrastructure, networking, databases and programmes.

It will also review all procedures and services offered by federal ministries, prepare necessary recommendations on the current status of the IT sector in federal governments and specify best global practices.

Kharbash said the federal e-government project will include services from the government to the government, government to citizens and government to the private sector. "Our priority is to raise the efficiency of the federal governments and bodies and include technology and support development projects."
