The Office of Personnel Management by early March will release a request for proposals for online training services for its E-Learning e-government project.

The multiple award indefinite-delivery, indefinite-quantity contract will feature nine service categories and have one base year with four one-year options. E-Learning is one of five Quicksilver projects OPM is managing. Vendors will be asked to bid on one or more of the functional areas:

  • Learning management system and learning content management system
  • Training courseware
  • Web collaboration software
  • Integration, Web hosting, customization and implementation services
  • Licensing, credentials and online academic degrees
  • Consulting
  • Change management
  • Staff support
OPM officials said the learning management system and learning content management system category is set aside for small businesses. The other functions are open to businesses of any size.

OPM is expanding the base of contractors who provide these functions for the current site at www.golearn.gov.

When OPM developed the portal, it hired Geolearning Inc. of West Des Moines, Iowa, to redesign the National Learning Center’s site. Geolearning, along with Karta Technologies Inc. of San Antonio, NetG of Naperville, Ill., and Skillsoft Corp. of Nashua, N.H., also provide online courses.
