The Emirates Identity Authority has unveiled its strategic plan 2014-2016, whose mission focuses on contributing to enhancing the UAE's security and competitive position worldwide through supporting and facilitating the upgrade of government and economic work and providing an advanced and integrated system for managing the personal identity in the UAE.

The Emirates ID has affirmed its determination to effectively and vitally contribute through its third strategic cycle to achieving e-Transformation in government services across the UAE with the aim of providing advanced individual and corporate services that will ease the lives of people in line with the federal e-government plan and UAE vision 2021.

Marking the occasion, H.E. Dr. Eng. Ali Mohamed Al Khouri, Emirates ID Director General, presented the warmest thanks and loyalty to the prudent leadership under President His Highness Sheikh Khalifa Bin Zayed Al Nahyan, may Allah protect him, for its limitless support for the Emirates ID to enable it to achieve the objectives for which it was established.

Emirates ID's Vision

The Emirates ID's new strategic plan would constitute the methodology to be adopted by the Emirates ID over the three coming years to fulfill its vision of being the principal reference for establishing personal identity and providing population data in the UAE, Al Khouri said.

In a press conference hosted by the Higher Colleges of Technology in Abu Dhabi today, and in the presense of Dr. Tayeb Kamali, Vice Chancellor of the Higher Colleges of Technology (HCT). Al Khouri added that the Emirates ID's new plan, which was designed in the shape of a ship and derived from the UAE's sea heritage, included many of the elements of the Emirates ID's previous plan 2010-2013 as embodied in focusing on the accuracy of the population register's data, supporting the government's decision-makers through the provision of accurate and smart information on the UAE's demographic structure and ensuring that the Emirates ID is the prime supporter of integrated and connected customer-centric government services.

The elements of the plan also include continuing to work for the ID card to be the most significant and valuable document for individuals and government and private organizations, seeking to achieve sustainability at the level the environment and society, creating a work environment based on innovation and continuous development of internal and external customers' services and increasing efficiency and competency by concentrating on results towards the highest degrees of institutional excellence and customer satisfaction.

5 Strategic Objectives

The Emirates ID's new strategic plan has 5 strategic objectives:

  1. Ensuring the application of the highest quality and privacy levels for personal data in line with the international standards for managing the ID system.

  2. Enhancing the role of the Emirates ID as the main entity for defining and confirming the ID in the UAE.

  3. Supporting decision-makers and strategic planning in the UAE with respect to the data related to the population register.

  4. Promoting the Emirates ID and understanding customers' requirements.

  5. Ensuring the provision of all administrative services as per the quality, efficiency and transparency.

  6. Institutional Values

As far as institutional values are concerned, the Emirates ID has adopted 6 instead of 5 institutional values:

Customer orientation, Teamwork, Trust, Integrity and responsibility, Initiative and innovation and Commitment to quality.

Dr. Al Khouri clarified that in its new plan, the Emirates ID would be keen on meeting customers' satisfaction by transparently providing services, gaining customers' confidence and appreciating their feedback for developing its services.

The Emirates ID would continue to consolidate teamwork by exchanging knowledge with the aim of achieving its objectives and adopting an institutional culture that would focus on providing a work environment based on mutual trust, he added.

The Emirates ID would be committed to honesty and morals, shoulder full responsibility in work and honor its pledges, agreements and the results of its decisions. In addition, it will support and develop the initiative spirit to enhance the capabilities of its staff to provide and develop new, diverse and innovative solutions with the aim of achieving excellence and undertaking to provide high-quality services to customers.

17 key initiatives

The Emirates ID's new operating plan contains 17 key strategic initiatives for achieving the set objectives. These include contributing efficiently to making a success of e-transformation across the UAE to add a new milestone to its global achievements after taking precedence in codifying the definition of personal identity for all its population and possessing the world's largest database of civil integrated biometrics, according to the World Record Academy.

The strategic initiatives include improving and developing registration procedures; managing the process of updating civil incidents in the population register; adopting the latest technologies in operating the population register, managing ID and protecting data; developing the draft legal framework of using the ID management systems and digital signature in the UAE; updating and improving the infrastructure and the multi-factor authentication mechanisms using the ID card.

Support of Decision-makers

The Emirates ID's key initiatives also include developing and implementing a framework for supporting decision-making and strategic planning by providing smart information, the strategy of managing the demographic data and information and the strategy of government and community communication to familiarize the community with the services provided by the Emirates ID to promote itself at the local and global levels. Other key initiatives include enhancing relations with the key parties related to the Emirates ID's work and improving the Emirates ID-related services.

They also include improving and developing the social responsibility plan; implementing the green agenda plan in the environmental field; streamlining the role of Institutional Learning Center in learning, developing and spreading the culture and concepts of ID management; automating and improving the internal work systems to achieve the highest levels of performance, quality, efficiency and transparency as per the excellence and institutional learning standards; rationalizing expenses to ensure financial sustainability and self-sufficiency; and developing and implementing a plan to develop human resources and another to ensure the continuity of work in emergency cases.

After presenting the new strategic plan, an open discussion was held, during which Al Khouri replied to the journalists' questions. At the end of the press conference, a survey was distributed on the mass media representatives to get familiar with their comments and how they look at the new strategic plan.
