The UAE Ministry of Finance and Industry (MoFI) received an official government delegation from the Omani Ministry of Industry and Commerce (OMIC) interested in learning more about the UAE's Duty Exemption Online Service (DUTEX). The delegation comprised Nasser Khalfan Al Alawi, Head of Industrial Incentives Division at OMIC, Saif bin Hillal Al Ma'alawi, Customer Clearance Officer at the Customs General Administration and Eissa Bin Saif Al Hannai, Systems Analyst at OMIC.

The General Manager of the UAE Federal Customs Authority, Mr Mohammed bin Fahad Al Mehairi said, 'It was indeed an honour to be able to welcome our colleagues from Oman and share with them our experience in terms of automating customs services. We believe that this kind of bilateral cooperation and discussion is critical to ensuring the smooth and successful implementation of the Gulf Customs Union.'

Commenting on the visit Mr. Saeed Abdullah Al Roken, Deputy Manager of the IT Department at MoFI, which was responsible for implementing the system said, 'The visiting delegation was keen to know more about our experience in undertaking customs procedures electronically. This project aims to facilitate the operations of the country's industrialists and we are proud to be able to share our work with our Omani colleagues.' Mr Al Rukon noted that the service is indicative of the overall achievements of the UAE in terms of automating all government services as part of the UAE's integrated E-Government program.

Mr. Nasser Khalfan Al Alawi said, 'this visit to Dubai is part of the GCC efforts to share expertise and have gain first hand knowledge of their respective achievements. We are particularly interested in learning about the DUTEX system and the overall system of E-Government being adopted in the UAE'. Mr. Al Alawi said that the delegation had gained an excellent insight into DUTEX and was impressed by how it facilitates transactions and saves time and money.

Commenting on the current system in Oman, Al Alawi said: 'We are using conventional standards in Oman to process our database but we are discussing the possibility of implementing an electronic system to ensure faster authentication and certification systems.'

Mr Al Alawi noted that the visit gave the delegation 'a comprehensive insight into the DUTEX processing operations and the way it is perceived amongst manufacturers. It is clear that clients are very satisfied with the way their transactions are being processed,' he added.

DUTEX allows customers to follow up their applications online, avoiding recurrent visits to the UAE Ministry of Finance and Industry's offices. Data is now accessible and applications can be filled and submitted in record time, which makes it easier for the Ministry and the client to process transactions in a few minutes. DUTEX was officially launched at the beginning of May this year and its services are now extended thorough the government's Internet site (www.egov.uae.ae)

DUTEX helps manufacturers submit tax-exemption applications and supply their details online to customs departments in all Emirates. An e-transaction entitles the customer to get approval on previously submitted compliant applications and update item lists using the Web, thus saving time for both the manufacturer and the UAE Ministry of Finance and Industry.
