The UAE Ministry of Finance and Industry, in cooperation with Mashreqbank, has introduced a smart-card procedure to replace the existing process of issuing labour guarantees lodged with the Ministry of Labour and Social Affairs. The ministries will use pre-paid government client cards (GCCs) for issuing guarantees digitally, a move that will further protect the rights of employees and ensure tighter regulatory control.

Abdul Aziz Al Ghurair, CEO of Mashreqbank, hailed the move as another milestone on the road to e-government.

"We are delighted to have partnered with the Ministry of Finance and Industry and the Ministry of Labour and Social Affairs to help bring this initiative to fruition.

"Over the past few years, the UAE has made tremendous strides in adopting the latest technology and, in keeping with our commitment to total quality management, we are proud to play our part in the overall development of the country for the good of all," Al Ghurair added.

Initially, two locations have been selected and Mashreqbank has established counters for issuing e-guarantees in the Ministry of Labour and Social Affairs offices in Abu Dhabi and Dubai.

The labour approval letters issued by the Ministry of Labour and Social Affairs for renewing or issuing new visas are bar-coded with all the relevant information for issuing the guarantee electronically.

"The e-guarantee system has been fully beta-tested and can be utilised now," said Khalid Ali Al Bustani, assistant undersecretary for revenue and budget, Ministry of Finance and Industry.

The project will be extended to other emirates in the near future.
