Zayed University and the Ministry of Finance and Industry have agreed on the first phase of the cooperation programme aimed at implementing e-government. Dr Mohammed Khalfan bin Kharbash, Minister of State for Financial and Industrial Affairs, and Dr Hanif Hassan, Vice President of Zayed University, signed the agreement yesterday for the implementation of the first phase of the e-government project due to start next month and will last six months.

The project will be administered and implemented by Zayed University's 'Smart Square' Centre.

Dr bin Kharbash said: "This project comes in the context of the agreement signed between Zayed Uni-versity and the Ministry which obliges the Centre to implement the federal e-government project adop-ted by the Ministry in conformity with Resolution 631 on the e-government initiative in coordination with the Ministry of State for Cabinet Affairs, Ministry of Interior, General Information Authority, Etisalat, and Civil Services Commission."

The first phase of the project includes the preparation of a strategy and clear vision, reports and best practices and mechanisms.

The project will achieve several benefits - eliminate barriers between ministries and government authorities by providing the sectors with smooth services and utilities, establish electronic portals, decrease slow transactions and government procedures, develop human resources and disseminate technological awareness.

Dr bin Kharbash said the deal with the university is a strategic initiative being the first between the ministry and a higher institution.

Dr Hassan expressed gratitude for choosing Smart Square for this vital project which is of interest to Sheikh Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai and UAE Minister of Finance and Industry, and Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Higher Education and Scientific Research and President of Zayed University.

The Centre is a positive addition to various sectors in the local market. It is a valuable addition to Zayed University distinguished group of centres and institutes and is in line with the directives of President His Highness Sheikh Zayed bin Sultan Al Nahyan in stressing the need for a forward looking educational system.

Under the agreement, Smart Square Centre will implement the e-government project in three tasks: employ the capabilities and expertise of the centre in implementing the project and utilise the services of international consulting firms and research centres, develop the strategic plan of the federal government through the supervision of its contractual terms and procedures with international companies, training and preparing qualified human resources for the operation and management of electronic services and works of the government to apply the electronic and economic services.

Smart Square will select female university graduates to execute, manage, supervise and follow up the e-government project.

He added: "Smart Square, the first of its kind in the Arab world and the 14th worldwide, is set to provide technological services for all business and public sectors in the UAE and GCC region.

"It embodies Zayed University's mission in integrating and consolidating with the community, supporting emiratisation policies, and employing its knowledge, leadership, and learning outcomes according to the requirements of the century".

Tareq Niazi, Director of Smart Square Centre, said: "The agreement is based on benefiting from the consulting and e-services of Smart Square.

"The agreement undertakes the Centre to provide consulting services, set up applications, rules and training methods required to develop government procedures, including the use of modern technology.

"The Centre's team includes international expertise in information technology who will work alongside Zayed University graduates to perform the tasks beginning from supervision, coordination, to implementation.

"The project enables nationals to administer the projects, set up strategies, achieve accuracy and efficiency in addition to time management. The services of the centre will certainly achieve development in the e-businesses and prepare UAE nationals leaders in information technology and industrial fields."
