A growing number of citizen are now using the three Dubai Municipality online services launched on December 27 last year. The municipality said the SMS Service, Demarcation Service and the Zoning Regulations Service have become popular since they were introduced some 50 days ago. Eng. Hussein Nasser Lootah, Assistant Director General for Environment and Public Health Affairs and Head of the e-Government Committee in Dubai Municipality, said over 50 information and operative e-Services have been launched since October 2001.

The three new e-Services, which are connected to the Planning Sector, have enabled customers to conduct more online transactions with the municipality.

"The services launched so far have been very successful with over 60,000 live transactions received online through our portal," he said.

Eng. AbdulKareem Julfar, Assistant Director General for Technical Services, said the Demarcation Service is supporting the services provided by the Survey Section in the municipality.

He said this online service allows the customers to apply for different types of demarcation (Provisional, Spot Heights, Demarcation Re-check and Final Survey Certificates), Control Points Co-ordinate and Project Utilities Check.

"These services are required by every construction or service project going on in the fast moving construction industry in Dubai," said Lootah.

He added that the service is aimed to serve the contractors, consultants as well as members of the public, who require the demarcation of specific plots of land during construction projects.

"This service will provide our customers with the facilities to submit applications on a 24 hours, seven days a week basis, instead of being restricted by the municipality working hours, to track the status of requests online, without having to contact different people, and to get the Demarcation certificates online as soon as it is issued and download by them," said Lootah.

"The service will also minimise the number of visits the customer needs to make to the municipality in order to complete a transaction, as well as reduce the paperwork," he said.

In order to gain access to this service, companies and users need to register online through the user registration option on the municipality's portal www.dm.gov.ae.

As part of its work, the municipality is responsible for setting and enforcing zoning regulations for different areas and for each specific parcel of land within Dubai.

The Online Zoning Regulations service is an information service, which will enable land owners, consultants and contractors to obtain the zoning regulations for a particular parcel of land online.

"The users may also locate their particular parcel through a link to our e-Guide system. The online zoning regulations service is expected to ease and expedite the provision of this information to relevant customers," said Lootah.

The municipality interacts on a daily basis with a large percentage of people from the business community and provides a wide variety of municipal services to the residents and businesses within Dubai, he said.

"The SMS Messaging Service will be used to send SMS messages to registered users of our services whenever specific business events occur," said Lootah.

"The dispatch of the SMS message will be automated through our online and internal systems thus enabling us to inform the customer as soon as a particular event occurs. The use of the SMS service is expected to reduce the number of inquiries that our staff handle for various services," he said.

"As our management consultants and implementation partner for the various phases of our e-Government initiative, IBM Business Consulting Services has been responsible for the study, process re-engineering, systems analysis and design, and development of these new services," said Julfar.

"All of these services are available to selected customers. Once a trial period is completed, we will enable these services to be used by all our customers," he said.
