The Odisha government will launch the OSWAS 3.0 project to further strengthen good governance through digital transformation.

The state Cabinet, led by Chief Minister Mohan Charan Majhi, today approved the tender for the project, said Chief Secretary Anu Garg.

The government will implement the OSWAS 3.0 project with an allocation of Rs 122.60 crore, she added.

The state government had launched the OSWAS project for paperless and transparent administration through an integrated digital workflow platform, enabling more efficient, accessible and accountable governance.

The system has been extended to the block and tehsil level offices, advancing the government’s agenda of end-to-end digital file processing and institutionalization of paperless office operations.

“The government had expanded OSWAS 2.0 initiative to block-level offices as part of its effort to make all major offices paperless. The number of offices and users increased by 638 per cent and 247 per cent respectively during 2025-26 fiscal,” said the Chief Secretary.

Now, the state government has decided to develop the next generation OSWAS platform with the objective of enhancing the overall effectiveness in governance delivery, she added.
