The Rs 94-crore integrated Command and Control Centre (ICCC) under the Smart City Mission project is all set to be opened next week on the premises of the corporation office.

The ICCC will integrate all civic and essential services into a single platform aimed at monitoring and addressing public issues in real time. It facilitates cross-department collaboration to improve service delivery efficiency in a city.

According to a corporation official, the launch date will be finalized after chief minister Pinarayi Vijayan confirms his availability to inaugurate the facility.This is the first permanent control centre in the capital. Though a temporary facility was functioning in the district collectorate at Kudappanakunnu, this one will be a full-fledged facility with several components for control and command.

“All the work has been completed. Now, only data transfer from the state data centre is pending. The installation of the LED wall and dashboard, which are the key components of the project, has also been completed. If the election code of conduct comes into effect before that, the facility will be operational without having an inaugural function,” said a senior corporation official.

The decision to set up the ICCC close to the city corporation was taken as most of such command-and-control centres are working closely with the civic bodies. Though a temporary facility was operational at the district collectorate, this one will be a state-of-the-art facility with many features.

Earlier, the Smart City Thiruvananthapuram Limited (SCTL) had set a deadline of April 2023. However, the project was delayed after the first contractor backed out. The SCTL had to re-tender the project again to start the work. Subsequently, the opening of the facility was rescheduled to November, but it was also delayed owing to the difficulty of the installation of certain equipment.

The new facility will be a two-storey building constructed in such a way that it can withstand earthquakes. The building will be an extension of the current corporate office.

The ICCC will have a video wall room, a war room, a help desk, work areas, and meeting rooms. The building is being constructed over an area of 858.45 square metres.

The centralized facility will act as a single platform during emergencies to facilitate coordinated action.

The control rooms, or war rooms, at the ICCC, would act as a single point of coordinated action and decision-making among various agencies like police, civil supplies, revenue, health, and firefighting.

The corporation Jana Seva Kendra will function on the ground floor, while the first floor will be exclusively for ICCC.
