The National Institute of Smart Government (NISG) and IBM India have signed a memorandum of understanding (MOU) that marks the beginning of a relationship promoting e-governance at the national level. According to a press release, the MoU represents a significant initiative that will help India to develop different e-government applications using open standards and IBM's e-Governance Frameworks. NISG's mission is to deliver better citizen services, reduce operation costs, establish technology standards for application development, enhance the agility in the government in India.

Under the MoU, IBM will provide NISG with technology and services that would enable the government to better serve individuals or organisations, and to promote partnerships between the government and private enterprises in implementing e-governance projects.

IBM will share with NISG its e-Governance Framework, which is based on platform independent, open source and open standards technologies including Linux. The Framework, which IBM developed as a result of numerous engagements with governments around the world, combines IBM's services, offerings, research and experience, and makes them available to governments to infuse agility and enhance links with citizens and businesses. 'Linux is increasingly being used in the e-government space worldwide,' said J Satyanarayana, CEO, NISG. 'IBM supports and endorses the open source community dedicated to Linux technology. Our decision to partner with IBM underlines our vision to establish NISG as an institution of excellence in e-governance and to leverage private sector resources through a public-private-partnership mode in e-governance space in India, which will help drive greater transparency, agility, better citizen service and quality education.'

'IBM recognises the strategic role that NISG performs in the evolution of eGovernance applications and affordable computing in India,' said R Dhamodaran, vice-president and country executive, Software Group and Developer Relations, IBM India.

'Industry and governments will be able to cooperate closely to create innovative and reusable solutions through open source software. This is a significant step forward for e-governance in India and demonstrates IBM's worldwide leadership and commitment to open standards and Linux, which is embraced because of the security and the flexibility it provides.'
