This is a year to reckon with for the Indian sub-continent with several initiatives undertaken by State and Central Ministries to usher in an era of e-governance. It has steadily evolved from computerization of government departments to initiatives that encapsulate the finer points of governance like citizen centricity, service orientation and transparency.
The National e-Governance Plan (NeGP), takes a holistic view of e-Governance initiatives, integrating them into a collective vision. A massive countrywide infrastructure reaching down to the remotest of villages is evolving, and large-scale digitization of records is happening to enable easy and reliable access over the internet.
E-governance offers speed, cost reduction, transparency, and accountability. It involves access to government information and services 24 hours a day, seven days a week. It relies on emerging internet technologies to receive and deliver information and services easily, quickly, efficiently and inexpensively.
The other anticipated benefits of e-governance include efficiency in services, improvement in service delivery, standardization of services and better accessibility of services. It is convenient and cost-effective for the government in terms of data storage and access to the stored data. The government benefits from reduced duplication of work.
Another cherished goal of e-governance is greater citizen participation in the governance of the country as information would be accessible to all.
But how is e-governance important in the Indian context? The answer may be found in the words of Late Dr APJ Abdul Kalam, former President of India, “Delivery of services to citizens is considered a primary function of the government. In a democratic nation of over one billion people like India, e-governance should enable seamless access to information and seamless flow of information across the state and Central government in the federal set up. No country has so far implemented an e-governance system for one billion people. It is a big challenge for us.”
Since the last decade, MSTC made rapid strides in IT. Being the pioneer in the e-commerce sector, it has been instrumental in showing the way for adopting e-governance to many pivotal offices of the government. MSTC’s e-commerce systems include provision of online services, e-administration and e-services together constituting what is generally termed e-government.
Some of the major achievements of e-Governance through MSTC e-commerce platform include e-auction of coal mines, global e-tender cum e-auction in Multi-Currency of red sander wood, e-auction of timber in Kerala, e-auction of fly ash, e-auction for disbursing gas subsidy for revival of stranded gas-based power plants and e-procurement services for promoting transparency and fair practices. MSTC in its own way though its e-commerce system is improving the country’s economy and alleviating poverty. In a way, making a better, transparent and ethical India, every passing day.
