All Cooperative Group Housing Societies (CGHS) will now be required to videograph all meetings of the managing committee, sub-committee and general body to keep a copy for the benefit of their members.

The CGHS will submit the same to the concerned Assistant Registrar Cooperative societies/Deputy Registrar Cooperative societies (ARCS/DRCS) whenever asked for, and at the time of forwarding the case for approval of transfer/list of members.

These decisions were taken at a meeting held under the chairmanship of Principal Secretary, Cooperation, Sudhir Rajpal here today. The meeting was attended by Cooperative Societies Registrar Wazeer Singh Goyat, Additional RCS (Credit) Poonam Nara and DRCS (Enforcement) Kavita Dhankar. Mr Rajpal asked RCS Haryana to ensure that manual interference is reduced to the minimum with the help of information technology.

The e-governance project team recently constituted for the department be asked to consider automation/online submissions and approvals of L Forms on priority, and the web portal providing online service for membership approvals be put in place at the earliest. The RCS Haryana has also been asked to prepare a checklist for submission of cases for approval of L Form/transfer of membership and put it on the website for the convenience of coop societies andtheir members.

Directions should be issued to field officers of DRCS/ARCS to take decisions on such cases within the stipulated time-frame. Any lapse would be viewed seriously. Further, the time-frame formanaging committee of the societies should also be fixed for submission of such cases to the department. The issue of 25 per cent limit on the change in membership of any CGHS and its necessity was also discussed. The RCS said that a letter in this regard had already been written to HUDA to withdraw such limitations viz-a-viz CGHS in order to strengthen the cooperative movement.
