Transforming Government since 2001
Even as the deputy labour commissioner's offices rushes to complete the process of developing bio-metric identity cards for registered labourers, it is only capable of churning out an average of 1,600 cards per month. There are 34,000 registered labourers in Meerut and 1,300 are added to this figure every month. At this pace, the entire process is likely to take years to be completed. Of the 15 schemes that provide monetary benefits to labourers, 13 can only be availed by workers with biometric cards.

Deputy labour commissioner Madhur Singh said, "While death and accidental insurance can be claimed even without biometric cards, rest of the schemes can be availed only after producing a biometric card."

These include schemes such as the child benefit scheme, under which Rs 10,000 is given to a labourer at the birth of a baby boy and Rs 12,000 if a baby girl is born. Another such scheme, the bicycle help scheme, provides subsidies to workers who want to purchase bicycles. Under the serious disease help scheme can get free ESI and CGHS treatment anywhere in the state by showing the biometric cards.

Currently, the labour office has only one person making these cards. Officials say that around 80 cards are made in a day. A total of 8,000 cards have been made ever since the process started in July.

Singh, however, admited the process has been slow. "We are doing our best with the limited resources we have. We have employed time saving strategies to serve the maximum number of people without making them wait. We provide tokens to people who come here to have their biometric cards made and give them a date and time when they can come and get their cards," the official said.

He said that there is a lack of awareness about these schemes, so the number of people coming to get cards made is still low. Singh added that the department will advertise to create more awareness about these schemes.
