The transport commissioner in a circular issued in January this year had directed the city, east and rural RTO offices to install biometric attendance system. However, none of the offices had installed the machine. Recently, after TOI repeatedly highlighted RTO officials' attitude of reporting late for duty, the transport commissioner (TC) VN More issued directives to the city RTO Sarjerao Shelke to replace the old system of manually recording the attendance.
The office of the transport commissioner has warned senior officers that action would be taken against them if they fail to install the biometric attendance system in their respective regional transport offices.
The commissioner said that it has been made mandatory for all RTO staff to register their attendance through these biometric machines. However, the staff at many offices complained that the biometric machines that have been installed are of poor quality. The transport commissionerate has detected that most of the employees are still following the conventional attendance book system.
In the biometric system of registering attendance the employee has to press his thumb in the slot provided in the biometric machine. The system identifies the person and records the details of his arrival and departure. The employees get a 15-minute cushion to register their attendance. Any delay of more than 15 minutes attracts half-day leave or pay cut, informed deputy RTO Vijay Chavhan.
Sources said that of the three transport offices, the staff at Nagpur rural office is the most notorious for coming late. According to sources, till recently some of the employees would attend office once a week, but mark their attendance for all the seven days and avail salary. Some others sign the attendance register and then go out to do personal work. Introduction of biometric system will help the RTO to check this menace. Chavhan said: "The e-attendance initiative is a step towards e-governance."
