Citizens will be able to procure passport, licenses sitting at home in Delhi

In the past few years under the Congress government Delhi has made significant improvements in offering citizen services. Soon e-governance is likely to cover 90% of Delhi government services. This will provide huge benefits to the citizens of Delhi.

Some of the key initiatives of the Delhi government so far include:

Bhagidari

  • A movement to involve citizens through RWAs with Delhi Government
  • Revolutionary step – nowhere else in India
  • Officers have learnt to work with citizens, and citizens have understood their challenges
  • 6910 RWAs and citizen groups registered in Delhi (2012)
  • 5000 Joint projects handled in 114 Bhagidari workshops
  • The “My Delhi- I care” fund has increased to Rs 45 crore – a fund for RWAs and their needs

Active Involvement of Citizens

  • Peoples participation in Governance – The number of citizen groups voluntarily associated with Bhagidari has risen from 20 citizen groups in 2000 to nearly 7000 in 2012
  • Environment and Conservation of Water – Delhi’s green cover area has increased 7 times in the past 10 years
  • Improving quality of Education – Remarkable improvement in the Class X and Class XII results of Government School of Delhi conducted by Central Board of Secondary Education
  • Improving Public Transport – Convenient and hassle free public transport
  • Reforms for sustainable development – Citizen of Delhi are now enjoying better power supply, simplified procedure of Property Tax
  • Improving transparency, accountability and responsiveness in public services – Peoples faith in government functioning has remarkably increased

Awards and Citations

  • Govt. of India, 2001 – Bhagidari scheme recognized by Govt. of India. It sponsored Bhagidari Documentation and recommended its implementation in other States.
  • Commonwealth Agency for Public Administration and Management, 2002 – CAPAM International Innovations Award Programme (category ‘Innovations in Governance).
  • UN HABITAT and Dubai Municipality, 2004 – Dubai International Award for Best Practices (Category ‘Urban Governance : Citizen-Government Partnership & Responsiveness in the Public Sector’).

Initiatives for Weaker Sections

  • 65% of Delhi’s planned budget for 2012-2013 allocated for social sector
  • There are 37 Jan Aahar Centres in the city that provide healthy food for a mere Rs. 15
  • 17 Aapki Rasoi centres provide free food for homeless people
  • Under Annashree Yojana Rs. 600/month is being transferred to most vulnerable families under the name of the senior most female member of the household. Over 1.2 lakh families are covered under it – it covers price differential between ration cereals and market cereals
  • A loan of Rs. 5 lakhs is made available to entrepreneurs of weaker sections under Delhi Swarozgar Yojna scheme

Rs. 1500 offered as monthly assistance to

  • Differently-abled (Rs. 1500/-)
  • Senior Citizens (60-70, Rs. 1000/-, and above Rs. 1500/-)
  • Widows (are also covered under Annashree Yojana)
  • Destitute Women (Rs. 1500/-)
  • Transgenders (Rs. 1500/-)
  • AIDS patients (Rs. 1000/-)

e-Procurement

  • e-Procurement solution for purchasing of goods and services, all tenders are e-procured from third party
  • Bringing transparency and efficiency in the procurement process
  • Implemented and covers all departments / corporations

  • Total cases – approximate 55 Lakh cases
  • Resolved within stipulated time – 51 Lakh
