Speaking as chief guest at the at the launch of Common Service Centre (CSC) with the tagline “Nagaland One-bringing public services closer home” at Indisen village and later at a formal programme at the DC’s conference hall Dimapur Saturday, Tovihoto lauded progress made by the 63 CSCs set up across Nagaland initiated after setting up of Nagaland State e-Governance Society (NSeGC) for implementation of e-Governance.
He said the CSCs act as agents of the IT phenomenon by providing Government 2 Citizens and Business 2 Citizen services.
Tovihoto said the state was committed to providing stable infrastructure, power, lack of awareness of benefits and coordination between government departments, resistance to re-engineer processes through setting up of IT services with State Wide Area Network (SWAN) and State Data Centre (SDC).
He also said the state developed the State Postal and State Service Delivery Gateway as a single window for information on all government services. In this regard, he said e-Districts would be computerised to provide services at district-levels.
Tovihoto pointed out that e-Governance fundamentally implied a new set of responsibilities that require basic change in work culture and goal orientation and changes in the existing government processes.
He said the formal launch of the programme marks a closer step towards National e-Governance Plan in bringing services closure to home.
However, he said, its success depended upon bringing about a Simple Manageable Approachable Responsive and Transparent (SMART) governance and continuing to support the community and increasing services from the government.
Earlier, KT Sukhalu commissioner and secretary IT&C in his presentation on e-Governance initiative stated that all 63 CSCs were active and functional.
He also informed the department of Information and Technology, government of India, planned to roll out 1,00,000 CSCs with focus on rural areas.
Sukhalu also said that the State Designated Agency under information technology & communication department was mandated to operate 229 CSCs across Nagaland.
CSCs were based purely on a business model determined by entrepreneurship and ability of the Village Level Entrepreneur (VLE) to run CSCs and providing essential quality services to people, he said.
Certificates were presented to 11 VLEs while programme officer IT&C Daniel Krocha gave power point presentations. Addl. director IT&C Imjung Panger chaired the programme, DC Dimapur including other officials attended the programme.
