Giving warm wishes to the people of Jharkhand ahead of New Year 2012, Munda said the year would be marked as e-governance and infrastructure year for Jharkhand.
Addressing the media, the Chief Minister said the Government has initiated steps to improve road conditions including State and National Highways. He went on to inform that the Government proposes to develop two expressways — Ranchi-Bokaro and Ranchi-Jamshedpur.
“It’s our dream project. We have sought a viability report, which is at the initial stage, but the report on the proposed Ranchi-Bokaro expressway was positive. It is expected to reduce the distance by 46 km — from 136 km to 90 km,” he said.
Regarding the proposed four-lane highway between Barhi-Baharagora, the Chief Minister claimed that the State has been engaged to complete initial requirements, including acquisition of land, but the approach of the Union Government was not very enthusiastic. However, he was quick to add that the viability report on the Bokaro-Ranchi Expressway was impressive and viable, though not so for the Ranchi-Jamshedpur route.
Calling for a networking-based governance, the Jharkhand Government has planned to strengthen the monitoring mechanism of public services under the Right to Service Act and Service Delivery Act.
The Government has worked out a comprehensive plan to connect all panchayat bhavans in the State with the e-delivery network system.
“We want to ensure that people reap benefits of e-governance. Panchayat bhavans are important centres of policy-making and delivery mechanism, so the Government has planned to e-connect all panchayat bhavans next year. They will furnish information on their activities every month,” said Munda. He added that the e-network will ensure proper disposal of public services and there will not be much room for administrative irregularities.
On his talks with Japanese premier Yoshihiko Noda in Delhi early this week, Munda said his Government sees enough potential in business tie-up with Japan. “My talks were fruitful and we are looking at long-term relations. I am confident that with the expertise and technological assistance from Japan, we can develop the State as an important pharmaceutical and agro industry corridor,” he said.
Munda went on to say that after the Agriculture College at Godda, the Government has plans to open Horticulture University in Kolhan soon.
“Our State has the potential for quality Tassar silk, vegetables, flowers and lac, provided it receive adequate expertise and technological assistance. In a short span of time, we developed our production capacity in Tassar silk from 40 to 1,000 tonnes. We have confidence in our resources and manpower,” said Munda.
He also said an airport would soon come up in Deoghar as talks with a private firm are in the final stages.
The State Government has also initiated necessary steps with regard to the airport to be developed by a private steel company near Jamshedpur while an agreement was likely to be signed soon with regard to an airport in Deoghar district.
