In line with its e-governance initiative, the MCD is planning to issue biometric identity cards to street vendors in the city and create a database of them to better regulate their activities.

The civic body, which has been receiving regular complaints from NGOs and police about unregulated hawking activities, is likely to engage a private agency for issuing the 'smart' ID cards to all the 80,000 authorised tehbazari (vending) site holders, officials said.

The agency will also be mandated to create a database of all authorised as well as unauthorised vendors and hawkers. It will help the Municipal Corporation of Delhi in curbing non-payment of registration fee or monthly tehbazari fee and prevent illegal transfer of tehbazari sites.

"The Supreme Court too in a recent judgement asked the MCD to conduct a photo-census of all the existing as well as future tehbazari allotments," an official said.

The comprehensive database will also help the civic body in monitoring the activities of the tehbazari vendors from the security angle which is a prime concern for the Delhi Police in the wake of increased terrorist threat perception.

A copy of the proposed database will be furnished to the Delhi Police for their use, the officials added.

The primary civic agency of the city also wants to use the bio-cryptic system for registration and management of records of auto-rickshaws as part of its new scheme for display of advertisements in such vehicles.

The MCD has already approved the policy to allow display of ads in taxis, auto-rickshaws and buses in the city. Under the scheme, the owners will have to pay a prescribed fee to the civic body for displaying advertisements.

Officials of the civic body expect that a large number of auto-rickshaw owners will apply for the scheme.

As keeping a manual record of such vehicles may prove to be difficult, the MCD will hire a private agency for tamper-proof registration of auto-rickshaw, permit owners and drivers through bio-cryptic system.

This will enable better revenue collection, officials said.
