Latching on to the information technology train, the Punjab Police is all set for a transformation under an e-governance plan. A separate IT cadre for officers will be created, police stations will be linked, a criminal information system and cyber cell will be formed, besides much more, under the plan.

The e-governance plan prepared by the Punjab Police proposes to take up a comprehensive project of computerisation of the force with a view to build an improved information infrastructure for enhancing operational efficiencies at all levels. Police stations, sub-division police offices, district police offices, range offices, battalions and the central police office will all be included under the plan.

The proposed separate IT cadre will have 80 officers, one SSP (IT and e-governance), five SPs, 36 DSPs and 38 inspectors. The IT cadre would function under the computer and telecom wing of the police and the staff recruited under this cadre would be expert in the field of IT.

These officers would be responsible for reorganisation of a parallel IT set-up to support the department of IT and e-governance and implementation and monitoring of IT functions in all police offices. They would also help train and sensitise policemen.

It is also proposed that a police mailing server to be established in a closed user group for all offices and staff in the police department. In the event of suspected crime or violence, alert messages can be sent to all concerned instantly. Also, a computerised daily crime reporting system will be set up, wherein each district police office will be required to upload information relating to daily crime reports on a website.

Sources said a cyber cell at the Police Headquarters will be set up.

Apart from investigating cyber-related crimes, the cell would focus on innovative investigative techniques to combat technological criminal offences. The unit would also focus on recovering and analysing hard disks, surfing the Internet, electronic monitoring of the Internet and participating in chat groups.

Also, a criminal information system will be set up that will have data on crime, criminals, properties, etc.

A computerised recruitment process will be put in place and this system would automate the process of recruitment right from the stage of accessing the overall vacancies till the selection process is completed. Another new feature will be video conferencing, for which a web camera will be installed at every police station.

Later, depending upon the number of cases investigated, the cyber crime unit could be expanded.
