Offices of the Registrar of Companies (RoCs) are in for an image make-over, not just physically but also in their way of functioning. The catalyst to the transformation is the launch of an ambitious e-governance project ‘MCA-21’, the objective of which is to meet the requirements of corporate sector in the new economic environment.

Inaugurating a workshop of RoCs here on Tuesday, company affairs minister Prem Chand Gupta asked the RoCs to guide the transition from a paper-based system to a fully digitised electronic one through the MCA-21 project.

This is to ensure that corporate users are able to carry out their filings online efficiently for the current year itself and to bring down default in filing of statutory annual returns by companies.During the workshop, different groups of field officers deliberated upon issues relating to organisational restructuring following the implementation of MCA-21, effective administration of the legal framework, capacity building and interface with stakeholders. The feedback available to the ministry is expected to evolve new systems to enable the RoCs to function efficiently,and with full accountability.
