PHD Chamber of Commerce and Industry (PHDCCI) in association with the Ministry of Company Affairs (MCA), organised a seminar on Tuesday to familiarise the industry about the new system of e-governance and facilitate interaction with the government officials on the actual functioning of the Registrar of Companies (ROC).

Apprising the participating representatives of the industry, K L Kamboj, ROC, Kanpur, said, ‘‘seventeen lakh documents have been scanned and digitalised till February and the e-governance programme named MCA 21, where 21 stands for the 21st century, will be launched on April 24.’’ He added that the basic motto of MCA is to make available all services under one roof from any part of the country or the world and the basis purpose is to provide a paperless working environment for the companies. ‘‘Initially, the ROC is contacting the government of all the states and till date 16 governments have given their concent in this regard,’’ he said.

Pawan Kumar, Director of Company Affairs, Government of India, complimented the PHDCCI for bringing the representatives of company and the government officials on a single platform and said this will help them know the basic requisites for becoming a part of the e-revolution. Speaking about the project, he said, ‘‘The project purposes to herald in a new generation of reforms and making it a new experience for corporates to do business with the MCA henceforth. MCA 21 has been conceptualised under the national e-governance programme and is the first of 27 such programmes. Its objective is to provide an internationally competitive market and the companies and other stake holders can now operate the system and access data from any part of the world. It has been launched in a public-private partnetship mode, with Tata Consultancy Services as the principal consultants.’’

Giving a solution overview, Kumar said while the architecture will include a facility centre and back office, the infrastructure will include a data centre at Delhi, disaster recovery centre at Chennai and a government secure repository centre at Delhi. While the project implementation will be over in 60 weeks, the project operation will be sustained for 6 years, as the contract for this period is with the Tata Consultancy Services.

Also present at the interactive session were Raj Kapoor, chairman, ICAI, Shalini Mathur, secretary, PHDCCI Delhi and Sudhakar Tiwari, convenor, PHDCCI, who shared the benefits of the programme with the participants.
