First phase to be implemented in 25 places, including 20 RoCs

The ministry of company affairs, government of India is expecting to meet its target for implementing the 'e-filing MCA 21' system by April 2006.

MCA 21 is a $75 million e-governance initiative of the company affairs ministry and Tata Consultancy Services, that will make all the business processes and services of the office of the registrar of companies (RoC) on-line.

In the first phase, MCA 21 would be implemented in 25 places, including 20 RoCs.

Y S Malik, joint secretary, ministry of company affairs said, "MCA 21 has already been rolled in Coimbettore, Ernakulam, Pondicherry, Delhi. It will be though be rolled out in Mumbai on 24 April."

He further noted than the deadline for getting digital signature certificate (DSC), that will be required by authorised and nominated signatories of a company, and director identification number (DIN).

Malik explained that 53 facilitation centres would be set up for public interaction. Malik said, "Once the MCA 21 would be in place, the 25 centres would become the back office. Any queries would be addressed from the 53 facilitation that would be set up."

Three of the 53 centres would be located in Kolkata, Falta and Siliguri, added Malik on the sidelines of seminar on E-Filing (MCA 21) jointly organised by the Institute of Company Secretaries of India and the Bengal Chamber of Commerce and Industry.

Meanwhile, arrangement has been made with 200 branches of five banks for payments under this new on-line MCA 21 system.

The number of branches that will accept payments for the same will be significantly increased in future, he assured.

Speaking about the benefits of the new system, Malik noted that customers would not only file their forms on-line without visiting RoC offices, but will also be having multiple options for making payments on-line.
