E-Commerce laws that give electronic documents and signatures the same legal standing as traditional documents and signature are vital in making E-Government a success in Asean, chairman of the e-Asean Task Force, Roberto Romulo says. "Improving the legal and regulatory environment for ICT (information and communications technology) development is critical to generate more ICT activities," he said at the Asean executive seminar on "E-Government and Initiative for Asean Integration - A Primer on Cyberlaws" here Monday.

At the same time, it was also important that monopolies and competition in the telecommunication sector be dismantled and infocomm services be deregulated, he said.

"Unless investors see economies moving in this direction, they will not be investing in ICT projects in these economies," he said.

"While this may sound as a diatribe against government, I am in fact encouraged to make these remarks precisely because our governments listen.

Our governments listen to the private sector because they see us as partners in ICT development in the region," he said.
