Owners of motor vehicles in the country can expect a smoother process of registering their vehicles with the Road Transport Department (RTD), with the pending introduction of an electronic insurance service (e-Insurance) by the department.

Through the service, motorists will no longer need to bring insurance cover notes when registering their vehicles as all the relevant information would already be in the system. “If all goes well, the whole process could at most take 15 minutes to complete,” says RTD’s director-general Datuk Emran Kadir, adding that the department hopes to roll out the service to the public by October this year.

Emran was speaking at the official launch of an e-government project promotion at the Kuala Lumpur International Airport in Sepang last week.

The e-Insurance is one of the applications included in the eServices portion of e-government flagship application, which is part of the Multimedia Super Corridor initiative.

The eServices platform enables direct, online transactions and interactions between the public, the Government and large service providers via electronic delivery channels such as wireless application protocol (WAP), interactive voice response (IVR), Web TV, kiosks and personal computers.

Konsortium Multimedia Swasta Sdn Bhd, mySpeed. com Sdn Bhd, MYE.G.DOT Com Sdn Bhd, PDX.COM Sdn Bhd and the RTD are working together on the implementation of the system.

Currently, members of the public can access available eServices applications through three Web sites – www.myeg.com.my, www.eservices.com.my and www.rilek.com.my.

Apart form the eServices, the e-government system also comprises four other systems which are the generic office environment (GOE), electronic procurement, project monitoring system (PMS) and human resource management information system (HRMIS).

The GOE project provides an integrated, distributed and scalable environment for the Prime Minister’s Office that will enable the staff to have easy access to up-to-date and accurate information.

Sapura Consortium and the Malaysian Administrative Modernisation and Management Planning Unit (Mampu) in the Prime Minister’s Department are partners in this project.

The electronic procurement module, meanwhile, links the Government and suppliers, enabling transactions for goods and services to be done electronically. E-perolehan, as it’s called, has been designed, built and operated by Commerce Dot Com in partnership with the Finance Ministry.

The PMS enables collaboration between Government agencies and it is being developed in three phases.

The first phase focuses on operational functions by providing data at source, up-to-date progress reports and workflow information for inter-agency routing while the second phase focuses on streamlining managerial functions by providing automatic project alerts, analyses of work progress and expenditures, project simulations and forecasting.

The third phase provides a knowledge-based facility with best practices to assist in decision-making and report generation.

FSBM Ctech Consortium works with the Implementation Coordination Unit (ICU) of the Prime Minister’s Department to develop this initiative.

As its name suggests, the HRMIS is intended to address the present and future needs of human resource management in the civil service.

Applications include automating both operational processes and information dissemination.

MRCB Multimedia Consortium Sdn Bhd is collaborating with the Public Services Department to develop HRMIS.
