THE Construction Industry Development Board (CIDB) and Public Works Department (JKR) have signed a memorandum of understanding announcing the National eTender Project.

The project is part of the country’s e-government initiative to introduce an online tendering system that is expected to revolutionise the tendering process of the construction industry in Malaysia, CIDB said in a statement. Under the MoU, the Works Ministry has commissioned CIDB to develop, implement, operate and maintain the National eTender System.

The system is aimed at creating greater corporate governance involving the public tendering process – including tendering information management, specific tender distribution and the selection of services – for all construction works undertaken by the Government, CIDB said.

“Construction continues to be the most complex and fragmented industry in Malaysia,” said CIDB chief executive Datuk Hamzah Hasan.

“The National eTender System responds to the Government’s call to improve transparency within the construction industry and boost its contribution to the national economy.

“We believe that by enhancing the efficiency of the supply-chain process for the local construction industry, the National eTender System will be able to nurture IT-savvy construction players who are on par with their global counterparts,” he added.

Using JKR’s established tendering protocols and its current contract monitoring system, the National eTender System will link all components of public construction projects.

CIDB will provide its current technology and knowledge resources to develop and manage the online tendering engine, including design, administration and maintenance support.

JKR will be the tender process owner and will set out the required professional protocols under which the tender information, documentation and selection processes are operated to ensure a transparent yet smooth transition from the current manual process into the electronic tender process for the construction community, CIDB said.
