A human resource management information system will be implemented over the next two years in government departments to improve efficiency and effectiveness.

The objective of the system, which is part of an e-government policy and is a project of the Malaysian Administrative Modernisation and Management Planning Unit (Mampu) of the Prime Minister�s Department, is to provide a single interface for government personnel to manage human resources in an integrated environment. Mampu director-general Datin Nazariah Mohd Khalid said a pilot programme was being carried out in 10 agencies. Once successful, the programme would be rolled out to all other government agencies, she said.

"When fully implemented, it will serve as a centralised repository to enable better access to strategic and consolidated human resource information for government agencies."

"This will, in turn, contribute towards better human resource planning and management in the public sector", she told The Star.

The system will help to provide better communication, integration and more streamlined processes among all agencies, and comes in four packages:

  • PERSONAL record management, establishment data and web publishing;
  • PERFORMANCE management, government directory, career management and competency assessment;
  • EMPLOYEE communication, behavioural management, and development, separation and knowledge base remuneration; and
  • BENEFITS and reward management, strategy formulation and review, and executive information system.
Enhancements to the systems will also be undertaken to cater for the Malaysian Remuneration System, also known as Sistem Saraan Malaysia.

As at last October, 45,586 personnel records from the 10 agencies in the pilot programme have been entered into the system.
