“This clearly shows that we are very serious about ensuring that our cities are safe and free from all physical, social and mental threats,” said Kamalruddin Shamsudin, deputy director-general of the Federal Department of Town and Country Planning Peninsular Malaysia.
At the centre of this crime prevention effort is the Safe City Monitoring System which basically integrates crime data from the Police Reporting System with the Safe City Programme and land use information under the custody of the Federal Department of Town and Country Planning, and the Ministry of Housing and Local Government, using the geographical information system (GIS) platform.
“While other jurisdictions elsewhere had only started using the GIS for crime mapping, Malaysia had gone a notch further with the Safe City Monitoring System, a system that had never been attempted before” he said.
“Through this initiative, authorities would be able to monitor implementation of safe city measures in areas under the respective local councils and also better monitor crime and plan deployment of manpower more efficiently”
The Safe City Monitoring System would be a vital tool for the police force as it would not only help authorities identify high crime areas, but it would also allow them to study crime patterns and potential variables and determinants on causes of crimes.
RM72mil (USD 23 million) has been set aside for 151 local authorities to adopt the department’s Safe City Programme, the system is also currently operational at 42 hotspot police stations since the beginning of year 2011.
In 2009, Malaysia was the third safest country in Asia after Japan and Singapore on the Global Peace Index (GPI) and placed 26th among 144 countries globally. In the 2010 GPI report, it ranked 22nd in the world, overtaking Singapore as the safest country in Southeast Asia and coming in second behind Japan among Asian countries.
