Transforming Government since 2001
he government expects the value of transactions through the ePerolehan (eP) system to increase to RM14 billion this year, said Deputy Finance Minister Datuk Dr Awang Adek Hussin.

He said the eP had reached RM11.04 billion in the value of transactions last year, an improvement over the original target of RM10 billion, under the Key Results Area of the Finance Ministry.

"The number of government agencies transacting through eP also increased from 2,274 in 2009 to 2,421 last year.

"This figure was a 6.4 per cent increase and we are certain, it will increase even more significantly in 2011,' he said after officiating the seminar, "ePerolehan: Making Transparency and Integrity as Part of Culture", , on the occassion of the 10th anniversary of ePerolehan, here today.

The eP system is a e-government application supervised by the Finance Ministry and introduced in 2000, to make it easier to undertake procurement matters electronically.

Awang Adek said the number of suppliers undertaking online transactions showed an increase from 17,000 in 2009 to 22,000 last year - an improvement of 5.88 per cent.

"There are 100,000 suppliers registered with the Finance Ministry and of this number, 72,000 can use the eP and 22,000 are active," he added.

He also said the subscription to the catalogue offered free to suppliers had also seen a dramatic leap with 1.2 million copies last December compared to 271,000 copies in the same month of the previous year.

"It is an impressive 359.7 per cent improvement," he noted.

He said the eP system had provided a more efficient and effective procurement process as well as savings in the business of procurement, for example, through the eBidding module, bidding online.

"For example, the laundry and tailoring services of the Defence Ministry, from an estimated value of RM1.2 million, fell to RM498,305, a cost savings of more than half," he highlighted.

Awang Adek said the system was also transparent and accountable with the emergence of an Audit Trail in the eP system, making procurement more transparent as the process can be monitored.
