The Government eKL initiative based on ‘One Government, Many Agencies, No Wrong Door’ principle scores four excellence awards

The eKL initiative has become one of the Government’s most successful and recognised ICT projects.

Launched in 2007, eKL is an extension of the Electronic Government (EG) flagship project.

“It is part of the way forward to transform the government’s service delivery system based on the “One Government, Many Agencies, No Wrong Door” principles,” said Malaysian Administrative Moder­nisation and Planning Unit (MAMPU) director-general Datuk Normah Md Yusof.

In 2009, the eKL received four excellence awards.

They were the Asia Pacific ICT Awards (APICTA) 2009, the Government Technology Awards 2009, the MSC Malaysia (APICTA) 2009 and a special award from the inOvation Malaysia Awards 2009 held by Maxis Communications.

Normah said the eKL stemmed from an effort to realise a digitally connected Klang Valley where the services of all Government agencies were linked and the sharing of resources and information facilitates the provision of end-to-end interactive online services all year round.

“Doing this through multiple service channels will benefit the people and businesses within the Klang Valley and its vicinity with effective and efficient service delivery,” she said.

To date, the eKL Initiatives has introduced a number of projects such as electronic payment (myBayar), mySMS 15888 Government SMS Gateway, online submission (myForms) and online news (myGovInfo).

The mySMS 15888 Government Gateway project had won the MSC Malaysia Asia Pacific ICT Awards 2009 (MSC Malaysia APICTA) in the category Best of E-Government and Services.

“The project is one of eKL initiatives, which uses Short Messaging System (SMS) to provide Government services to the citizens.

“It was initiated to extend the reach of Government services through the mobile channel thus leveraging on the availability of 30 million mobile phones subscribers.

“People and businesses can enjoy a more convenient access and an alternative channel to government services through the mySMS 15888 Government Gateway project.

“mySMS 15888 Government Gateway, launched in July 2008, creates an alternative new direct delivery channel to Government services, other than through the counter, online and telephone services,” Normah said.

Since its launch, the service has closed the digital divide between government agencies and citizens by integrating Short Messaging System (SMS) with agencies databases, making information and services available to citizens and businesses anytime and anywhere.

“Citizens, regardless of age, IT-literacy level and location, only need to remember a single number, 15888 for easy and speedier access to government services at a negligible cost,” she added.

The usage of the SMS services since implementation has reached 4.7 million hits with a monthly average of 300,000 hits.

Adding to its accolades, mySMS also received a special award on Public Service Empowerment Through Mobility Innovation at the 2009 inOvation Malaysia Awards on Oct 21 last year.

“The 2009 inOvation Malaysia Awards honours and recognises innovative and outstanding achievements and focus to Malaysian companies that have developed or offer mobile content, applications or service,” she said.

MAMPU also represented Malaysia at the Asia Pacific ICT Awards (APICTA) 2009 in Melbourne competing with other national award winners from other economies in the region for the APICTA Awards trophy in the e-Government Category.

Furthermore, eKL Initiatives has also embarked on re-engineering processes, procedures and forms to improve the efficiency of Government services delivery, especially services that cut across different agencies.

One of them is JobsMalaysia (jobsmalaysia.gov.my) which offers jobs facilities for public and private sector employers and job matching for job seekers.

A second reengineering project was the Malaysia Government Portal (malaysia.gov.my) which links to all government agencies websites and online services that had won WCIT Award in 2008.

“Other reengineering studies that had been undertaken by eKL are conducting ICT business in the country, loans and grants services, outdoor advertising approval services, integrated call centre, international students intake and Government forms.
