Developing Nations through ICT, Empowering Citizens via Technology Middle East – key area for growth for Malaysian ICT companies

MSC Malaysia’s presence within the GCC area is set to be further enhanced by its special high level executive roundtable meetings with Technology decision makers of key Government Departments of U.A.E. during the Gulf IT Expo (GiTEX), which is currently being held at the Dubai World Trade Centre.

Four of the top MSC Malaysia-status ICT Services companies ranging from those involved in Software Applications and Services, Electronic Government Solutions, System and Network Security to Outsourcing Solutions and Services, also represented the ICT sector at this executive meeting. The companies are KOMPAKAR, SKALI, Orea Technologies, and Solsis.

According to Bill CHIN, the Head of Market Acquisition of Multimedia Development Corporation (MDeC), of MSC Malaysia, ICT companies’ participating in this special meeting platform in conjunction with GiTEX2009 are examples of the comprehensive, credible and cutting edge ICT services MSC Malaysia offers to world at competitive costs. MDeC is the lead agency spearheading the MSC Malaysia project. MSC Malaysia is a national initiative spearheaded by the Malaysian Government to promote both the national ICT industry and provide a test-bed for the global ICT industry.

According to HH Sheikh Ahmed Bin Saqer Al Qassimi, UAE is an advanced country in government technology services under the visions of UAE rulers, and in UAE we seek excellence at all levels, meeting with Malaysian government and MSC Malaysia companies is a great opportunity to exchange knowledge, and experiences to build better future.

UAE Government Department leaders who were in the imperative meeting were from Dubai eGovernment, Mr. Thani Abdullah Alzaffin, Chief Executive Officer, and Mrs. Somaiya Khalifa Bin Hammad, Director of Systems Department; from the Ministry of Education, Mrs. Badria Yousif Hussain, IT Director, and Mrs. Fatima Ali Al Khajah, Head of Programs Support and Application, from the Ministry of Foreign Trade, Mr. Feras Kanaan Darweesh, Information Systems Expert. Also in attendance from Arab Bank was Mr. Mansur Ikhlas Ahmed, IT Chief Executive.

For this executive roundtable, MSC Malaysia represented the Malaysian ICT sector to speak about, “MSC Malaysia, Solutions for the World - Developing Nations through ICT, Empowering Citizens via Technology opportunities in the New World of developing nations and economic power houses.” at the Dubai World Trade Centre, focused on world solutions provided by MSC Malaysia to optimize strategies and

Amongst the responses between these high level decision makers with MSC Malaysia were “In Dubai we adopt best practices from any country in the world, and soon other countries will study and adopt Dubai best practices, We’re most willing to work with Malaysia as both have similar aspirations and objectives to improve Public Services Delivery”. Ministry of Education, Mrs. Badria Yousif Hussain, Information Technology Department Director also added that “UAE regulations are ready to implement Electronic Contracts since they deal with contracts pillars regardless of the technology tools, iGov and cloud computing are the future trends in government services. It will help when Malaysia has similar approach.”, said Ministry of Foreign Trade, Mr. Feras Kanaan Darweesh, Information Systems Expert.

Mr. Azlan Md Lajis, Senior Vice President of SKALI said, “This is an important and useful meeting which will establish the critical initial link between UAE and Malaysia through MSC Malaysia in establishing the mutual understanding for both nations moving forward with e-Government implementation. SKALI developed and currently provides the total overall management of the Malaysian e-Government online portal services.

Currently, there are over 2,000 ICT companies operating within the MSC Malaysia area, ranging from Internet-based business solutions and services providers to software application and services providers. Some of the sectors where Malaysian ICT companies can provide world-class applications include Financial Services Industry (FSI), Telecommunications (Telco) and e-Government services.

He added that MSC Malaysia industry development programs have produced globally competitive ICT companies delivering award winning solutions and world class service. These leading companies have successes in their delivery across continents covering Asia, Europe, US, Africa and West Asia.

They include SKALI which provides comprehensive electronic Government (e-Gov) solutions and services; N2N Connect which provides mobile trading technology for the Financial Services Industry in over five continents; Custommedia with their world class software testing solutions and services; Britesoft – providers of most advanced non-coding software development tools and services; Xybase is today’s leading Total Airport Management System and services with more than 20 international airport implementations globally, just to name a few.

Among others, MSC Malaysia shared the ICT industry outlook in Malaysia as well as the opportunities in the New World order emerging in the East and the entire region, to reinforce the MSC Malaysia messages and desire to be a strong partner with Middle East Businesses and Governments especially UAE, together bringing them to the next levels of excellence through ICT.

It is the main objective for MSC Malaysia to forge closer relationships with the Government Sectors of U.A.E. by providing a better understanding of the MSC Malaysia. More importantly, to better understand the ICT requirements of the U.A.E. Government. Bill CHIN of MSC Malaysia also delivered as keynote addressing the opportunities within the Government-to-Government (G2G), Business-to-Government (B2G) and Business-to-Consumers (B2C) sectors.

Malaysia's Electronic Government initiative was launched in 1997 to lead the country into the Information Age. With the aim of improving how the government operates internally, as well as how it delivers services to the people of Malaysia. Malaysia's huge e-government initiative began in 1997 with the launch of the Multimedia Super Corridor's E-Government Flagship Application. Since then, the Malaysian Government has made large strides in areas such as electronic procurement, project monitoring, and human resource management.

For example, the Malaysian MyGovernment portal, an initiative spearheaded in 2003 by the Malaysian Administrative Modernization and Management Planning Unit (MAMPU) took the top prize in the public sector award category at the 2008 Global ICT Awards.

In addition to that, the Malaysian world e-Government (EG) ranking has improved immensely this year. By far, out of 198 countries, Malaysia has progressed in the Brown University (BU) Global E-Government Report from the position of 157 (2005), 36 (2006), 25 (2007) to 11 (2008) with a score of 42.8 and improving. Malaysia since emerge as the leading e-Government nation in the OIC and amongst the top 3 in developing nations.

This steady rise in ranking is accredited to an assessment of all government portals and websites undertaken by MDeC of which they adopted the criteria by BU.
