Using high end, state-of-the-art ICT technologies, EG facilitates efficient and effective delivery of government services.

E-government in Malaysia goes back more than a decade. Electronic Government, or EG, was introduced as one of the earlier seven flagships of the Multimedia Super Corridor (MSC) that was launched in August 1996.

The main aim of EG initiatives was to increase efficiency and effectiveness of government admi-nistrative machinery using information and communications technology (ICT), and to propel Malaysia into the information age.

ICT was not seen as merely an enabler and a catalyst for reinventing government, but also to pioneer EG as a benchmark for global government.

Malaysian Administrative Mod­ern­isation and Management Plan­ning Unit (MAMPU) director-general Datuk Normah Md. Yusof said EG employed high end, state-of-the-art ICT technologies to facilitate efficient and effective delivery of government services.

Normah said this is done through new electronic delivery channels at all levels of government – be it federal, state or local government.

She added significant progress has been achieved so far with ICT making inroads to all Government departments in creating a connected and seamless Government.

“For example, using high end, state-of-the-art ICT technologies, EG facilitates efficient and effective delivery of government services such as through the internet, kiosks, Interactive Voice Response (IVR) or telephone and mobile phones,” Normah said.

According to Normah, the significant roles of Chief Information Officers (CIOs) have also been acknowledged as the major driving force for the effectiveness of EG implementation.

Lately, she said, their roles have been reviewed and strengthened to serve this purpose. At the Federal Government level, the appointment of the Government Chief Information Officer (GCIO) and the establishment of the GCIO office have been made in MAMPU.

The formalisation of the Public Sector CIO Panel, chaired by the GCIO and the members ranging from different Ministries act as a “think-tank” in the area of strategic direction in ICT implementation for the entire Public Service.

Within the context to foster ICT as the strategic enablement which aligns with the transformation of the Public Service delivery system, performance management is one of the key priority areas.

Therefore, adhering to established ICT governance practices is crucial and an area of concern to CIOs. As the global environment changes, CIOs should also continuously keep abreast and enhance their competencies in technology and business areas.
