The Kulai Municipal Council (MPK) will implement a new tax collection system to improve the council's efficiency.

According to its provider Perniagaan Fajar, the system, called Spekha, would have an identification system through which officers would have to verify their identity through fingerprint recognition and their Mykad.

All documents issued by the council will have a unique barcode, which will make duplication difficult.

Officers will be equipped with barcode scanners, which will enable them to verify the status and authenticity of licences.

They will also be able to feed data directly into the system from outside their office, which can help minimise paperwork and errors such as spelling mistakes.

The system will be controlled by the council’s management and monitored by the state.

Perniagaan Fajar managing director Sharum Tahir said one of the main benefits of the system was that staff performance would be monitored and controlled more systematically.

It would also speed up enforcement, which would allow more effective monitoring of the council’s revenue collection, he said.

“We introduced this system at the Batu Pahat municipal council and non-tax collection increased by 200%.

“We are confident the Kulai municipal council will be able to increase its revenue and be more efficient in serving the public,” said Sharum at the signing of memorandum of understanding between his company and the council in Kulai recently.

Council president Rashid Sihes said the system was in line with the state’s move towards e-government.

He said the system would also speed up licence applications.

“Sometimes, the approval process can take time because our staff need to go through the applications and this takes time.

“With the system, everything will be done electronically and I am sure it will be more efficient. We hope that revenue will increase next year,” said Rashid.

He added that, so far, the council had collected RM37.5mil in revenue, an increase from the RM32mil collected last year.
