The Nebraska Judicial Branch Internet Payment System (ePayments) received honorable mention in the State Government to Citizen category. The comprehensive electronic court payments system was launched in July of 2009 in a few pilot courts.
It now allows for citizens and businesses to make a payment in one of any of the 183 trial courts within the JUSTICE system. Thousands of payments have already been made, and over $1.5 million has been collected online.
The ePayment system provides:
- Ability to make a payment on civil, small claims, traffic, criminal, or juvenile cases: Payments can be made using Visa, MasterCard, Discover, or electronic check.
- Pay a ticket/citation: When no court appearance is required, settle fines, no travel to courts necessary.
- 24x7x365 Availability: Payments can be made outside of clerk’s office hours.
- Time-saving: Each online payment saves an average of 4 minutes of clerk time.
The online payment system puts more power in the hands of the citizen. Because the user is given real-time information from the court’s database, they are able to view what previously only was available for a clerk to view. This allows the citizen to make the most informed decision possible as to how they would like their payment applied. In an over-the-counter transaction it is the clerk taking the check from the individual who is choosing how to apply the payment to various amounts that may be due. Putting control in the hands of the citizen is another important implication of the implementation of online services as a replacement for office visits.
“We are honored to receive such recognition from the nationally-based Center for Digital Government,” said Chief Justice Mike Heavican. “Nebraska has made great strides in court technology. With budget shortfalls looming, the Supreme Court continues to view technology as an important tool to offset judicial branch budget cuts while continuing to provide statewide access to the courts.”
