On the occasion of the Workshop on Electronic Documents in the Public Sector held on 18 June 2010 at the Lithuanian Archives Department, the current and future trends of electronic document management were discussed and the new national identity cards presented.

The event was an occasion for representatives of the Ministry of the Interior to present the new identity cards which allow their holders to authenticate in cyberspace and to sign documents by electronic means. The workshop participants were told where and how to obtain the cards.

In 2010 it has been possible for the holders of these ID cards to declare online their assets, income and place of residence and to use other secure government services via the 'E-governement Gateway', the national eGovernment portal, as well as in person. The eID cards moreover allow their holders to use them in all medical institutions for signing sickness certificates and in eBanking services.

The Ministry's representatives also indicated that people with no computer access or without card readers can use their cards in all the public Internet access points located over the entire territory.

Background information

The new personal identity cards have been issued since 1 January 2009. They are made of polycarbonate and contain contact and contact-less chips. The cards' contact chip provides means for using the card online as it contains both a certificate for online identification and a qualified certificate for eSignature. The contact less chip stores biometric data: a facial image and fingerprints.

The cards comply with the requirements set in the Council Regulation (EC) No 2252/2004 of 13 December 2004 on standards for security features and biometrics in passports and travel documents issued by Member States, and with recommendations of the International Civil Aviation Organization (ICAO). The cards can be used as travel documents to go to foreign countries with which relevant treaties or agreements have been concluded.
