The Agency for Administrative Modernisation published a statistical analysis report on trainings provided to municipal staff on the Services Directive, the Zero Authorisation initiative, as well as the Entrepreneur's Desk.

By March 2012, 231 municipalities (approx. 83 % of Portugal's continental municipalities) had provided services and procedures for business activities through the Entrepreneur's Desk (Balcão do Empreendedor - BdE, in Portuguese), the national electronic one-stop shop for completing the formalities required to perform a business activity.

Out of these 231 municipalities, 210 participated in at least one of the training sessions conducted since May 2011 by the Agency for Administrative Modernisation (Agência para a Modernização Administrativa - AMA, in Portuguese) for the implementation in Local Government of the measure on administrative burden reduction of the Memorandum of Understanding (MoU) on specific economic policy conditionality [signed between Portugal, the European Union, the International Monetary Fund and The European Central Bank in May 2011].

The report provides an assessment on the training sessions held during the first months of 2012, in Porto, Évora and Lisbon. Their goal was to disseminate the principles and rules of the Services Directive and the Zero Authorisation (Licenciamento Zero, in Portuguese) - a national initiative whose aim is to reduce administrative burden on businesses - and their impact on regulations and procedures in Local Government. Another aim of the training courses was to communicate the rules for editing the contents of the Entrepreneur's Desk, so that information is transmitted in a simple and clear manner.

According to the report, 443 officials from 156 municipalities participated in the January 2012 training courses; this corresponds to 56 % of the municipalities of the Portuguese continental municipalities.

The report also shows that while some municipalities have not participated yet in any of the training activities, it does not mean that they have not yet started the work plan for meeting the objectives of the Services Directive and the Zero Authorisation initiative provided for in the measure on administrative burden reduction of the MoU on specific economic policy conditionality. More precisely, it was found that "68 municipalities have not participated in the trainings but 21 of them have already started the implementation of the work plan."
