The Asturian Technology Services Consortium (CAST), which is made up of the Government of the Principality of Asturias and the town councils with less than 20 000 inhabitants, has launched a programme to set up a collaboration platform for business portals in 60 local municipalities.

This large-scale project aims to confront the commonplace issue of each city council administering its own infrastructure in an independent manner, leading to increased costs and incompatible operating systems. On account of a free and open source enterprise portal, the Asturian municipalities with less than 20 000 inhabitants will collaborate in order to implement their web portals under a common platform based on open source.

Through this enterprise portal, CAST will be able provide all partner councils a collaboration platform with various applications and functionalities. In this way, each city council can select only those services which suit their needs, with the option of incorporating new means of communication via Web 2.0 channels (e.g. blogs, forums, wikis) and social networks.

The enterprise portal technology product that CAST has used for this project combines the benefits of Open Source software with guaranteed support services, which offers greater assurances. These services are currently being offered by the company's engineering team in Spain.

The project, which is in its final stages of implementation, has already approved the roll-out of 46 portals - many of which are waiting for final validation by the city council itself - while the remainder have proceeded with content uploads.
