In April 2012, Denmark joined the Open Government Partnership (OGP), an international initiative whose purpose is to promote good governance and strengthen democracy in the participating countries. On this occasion, the country's Action Plan 2012 was presented.

As part of its accession to the OGP, Denmark developed a one-year action plan for open government activities. The action plan, presented at an ‘Open Government Partnership High Level Meeting’, in Brazil, on 17-18 April 2012, is based on inputs from a broad consultation process, in which citizens, companies, non-governmental organisations (NGOs) and public authorities were invited to propose initiatives and activities. The Danish Agency for Digitisation is responsible for the overall coordination of the Danish work with OGP.

The Action Plan's initiatives support the government programme of 2011 and cover a wide range of future challenges regarding education, knowledge, innovation, health, governance in the public sector, democratic participation and involvement in civil society. These initiatives are partly based on the elements of the ‘Join Public Digitisation Strategy 2011-2015’ and the government's action plan for corporate social responsibility but they also include activities in several other areas.

The Open Government Partnership contributes - amongst other goals - to ensure that public services are delivered in the best and most efficient way in order to stimulate and support innovation and value-creation in society, to strengthen knowledge, public engagement, transparency, collaboration and cohesion. A main driver is the use of new technology and media which allows citizens and businesses to access public information and technology, and increase collaboration between the public sector and civil society.

Working with OGP in order to spread open government in Denmark will be an ongoing and open process that must extend well beyond the Action Plan initiatives. Additional activities will regularly be carried out and the Danish efforts will be developed. The Open government effort will be an open process and all of Denmark is invited to participate.

Background Information

OGP was founded on 20 September 2011 by the US government, in collaboration with seven other countries (Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom), who endorsed an Open Government Declaration and announced their country action plans. The purpose of OGP is to promote good governance and strengthen democracy in the participating countries. The participating countries on their side commit themselves to implement initiatives for increased transparency in public decision processes, citizen participation and dialogue with civil society, anti-corruption and accountability, and technology and innovation.
